Settlement Reinstates Federal Funding
Northwestern University has reached a significant agreement to pay $75 million over three years to resolve potential civil rights violations related to rising anti-Jewish sentiment following the Hamas attack on Israel on October 7, 2023.
This settlement restores approximately $790 million in federal grants that were previously frozen and reinstates the university’s eligibility for future federal contracts and awards.
The agreement mandates that Northwestern adhere to merit-based admissions and hiring practices, while also prohibiting programs that promote outcomes based on race, color, sex, or national origin. This was announced by Attorney General Pam Bondi.
“Today’s settlement marks another victory in the Trump Administration’s fight to ensure that American educational institutions protect Jewish students and prioritize merit,” Bondi stated. “Institutions receiving federal funds must comply with civil rights laws — we appreciate Northwestern for negotiating this historic deal.”
This makes Northwestern the sixth university to regain federal funding through similar agreements following their handling of protests after the October 7 incident. The payout is second only to Columbia University’s $221 million settlement reached earlier this year.
Cornell University recently settled for $60 million, while Brown University agreed to a $50 million payout. The University of Virginia and the University of Pennsylvania resolved their investigations without financial penalties.
Northwestern Interim President Henry Bienen noted that pursuing litigation posed significant risks. He emphasized that maintaining access to federal research funding was crucial for the institution’s operations and research capabilities.
The university will also terminate the Dearing Meadow Agreement made with anti-Israel protesters in April 2024, which had included concessions regarding financial transparency and investments.
The resolution includes provisions for clear policies regarding demonstrations and mandatory antisemitism training for all students, faculty, and staff. Education Secretary Linda McMahon hailed this as a major win for current and future members of the Northwestern community.
