This meeting follows discussions held on Thursday between Mr. Zelenskyy and Secretary of State Marco Rubio, Secretary of Defense Pete Hegseth, Mr. Witkoff, and Mr. Kushner concerning security guarantees.
The main obstacle appears to be territorial concessions, particularly regarding Russia’s claim over Ukraine’s Donbas region, which includes Donetsk and Luhansk. Mr. Zelenskyy has stressed the importance of clear security guarantees that specify actions partners will take if Russia launches further attacks, citing Russia’s breach of the 1994 Budapest Memorandum during its invasions in 2014 and 2022.
Ukraine is in the process of finalizing a new 20-point peace plan aimed at establishing guidelines for concluding the conflict, reduced from an initial 28 points proposed last month. Mr. Zelenskyy indicated that developments regarding an end to hostilities may emerge this week, while President Trump seeks a status update on this plan by Christmas.

The United States has proposed establishing a “free economic zone” in the Donbas region; however, uncertainties remain about its governance. Additionally, Mr. Zelenskyy met with Treasury Secretary Scott Bessent, Mr. Kushner, and BlackRock CEO Larry Fink to explore reconstruction and economic recovery strategies for Ukraine.
Mr. Trump has consistently urged Mr. Zelenskyy to embrace the U.S. proposal, stating in an interview that he needs to act decisively as he is “losing.” He clarified that while this proposal isn’t a final agreement, he encourages Ukraine to advance negotiations.
