SIMI VALLEY, Calif. — The commander of the Indo-Pacific Command emphasized that artificial intelligence is transforming warfare, enhancing information operations, drone strikes, and advanced weaponry to provide significant advantages in potential conflicts with China and other adversaries.

Adm. Sam Paparo, based in Hawaii, elaborated on how AI is reshaping military strategies during a defense forum. He noted that while warfare has always been a continuation of policy through other means, modern advancements are driven by three key trends, with AI serving as an overarching megatrend.

The admiral highlighted the importance of information warfare and cognitive strategies aimed at influencing enemy decision-making. He compared these developments to the revolutionary impact of the printing press in the mid-1400s on global dynamics.

A significant trend is the increasing effectiveness of drone warfare, particularly illustrated by their use in Ukraine. “The commoditization of drone warfare has escalated assault operations,” Adm. Paparo stated at the Reagan National Defense Forum. He explained that traditional combat ratios have shifted dramatically due to drones’ capabilities.

Adm. Paparo introduced the concept of “penetrating strike,” which involves utilizing drones and advanced weaponry for targeted attacks at lower costs. This strategy aims to exploit vulnerabilities effectively and influence political outcomes.

AI serves as a critical enabler for these military innovations by integrating vast amounts of data with powerful computing capabilities and specialized algorithms. The result will manifest in coordinated swarms of attack drones and enhanced data analytics for precise targeting.

At a strategic level, AI will facilitate “decision superiority,” allowing commanders to better understand conflicts and make informed decisions swiftly. Adm. Paparo expressed confidence in leveraging these technologies to gain an edge on the battlefield.
