House Republicans released a report on Sunday criticizing Metropolitan Police Chief Pamela Smith for allegedly bullying her command staff and threatening demotions to manipulate crime data, aiming to create a false impression of safety in the District.

The 22-page report from the House Oversight Committee claims that Chief Smith prioritized public-facing crime statistics over addressing actual crime trends across the city’s seven police districts.

District commanders reported that Chief Smith was fixated on maintaining a perception of low crime rates. They testified that she incentivized them to reduce reported crimes by any means necessary.

The report indicates that this often involved downgrading serious offenses to lesser categories that would not be publicly disclosed, thereby skewing the overall crime statistics.

The allegations regarding manipulated crime figures were part of President Trump’s rationale for his crackdown in Washington, D.C. The House Oversight Committee began its investigation into the District’s crime data in August.

Commander Michael Pulliam was suspended amid accusations of altering statistics to downplay violence. He remains on administrative leave while investigations continue.

Chief Smith announced her resignation last week, stating it was a personal decision made with her family. Her final day in office is set for December 31.

Rep. James Comer, chair of the House Oversight Committee, called for her immediate resignation following findings that she coerced staff into reporting artificially low crime data and fostered a culture of fear within the department.

“Manipulating crime statistics undermines trust in local leadership and law enforcement,” Comer stated, emphasizing that her planned resignation should not be viewed as voluntary but rather as an unavoidable outcome.

The report also highlighted how Chief Smith publicly humiliated commanders during periods of increased criminal activity and demoted those who questioned her strategies or offered suggestions deemed disloyal.

A commander noted: “The chief has removed people who would advise her on matters she didn’t want to hear.” This has created an echo chamber disconnected from the realities faced by personnel at all levels within the agency.
