Allegations Against Two Dallas-Area Men

Two men from the Dallas area are facing serious accusations related to a planned invasion of an island off the coast of Haiti, with intentions to commit violent acts against its inhabitants.

Gavin Rivers Weisenburg, 21, and Tanner Christopher Thomas, 20, allegedly devised a plan between August 2024 and July 2025 to acquire a boat, firearms, and ammunition for an assault on Gonave Island. This information was disclosed by the U.S. Attorney’s Office for the Eastern District of Texas in a press release.

The duo reportedly aimed to recruit homeless individuals from Washington D.C. as mercenaries for their operation. According to prosecutors, they intended to eliminate all male residents on the island and exploit women and children.

To further their plot, both men took steps to learn Haitian Creole, sought out recruits, organized logistics for their invasion, and enrolled in educational programs to acquire necessary skills. Notably, Mr. Thomas joined the Air Force in pursuit of military training.

Apart from conspiracy charges related to the invasion plan, both Weisenburg and Thomas are also accused of producing child pornography. They have been indicted on multiple counts including conspiracy to murder or kidnap abroad.

If found guilty of conspiracy charges, they could face life imprisonment. Convictions related to child pornography could result in sentences ranging from 15 to 30 years.

The attorneys representing both defendants have indicated that they do not intend to plead guilty. John Helms, representing Mr. Thomas, stated that his client never attempted any such actions. Meanwhile, Mr. Weisenburg’s lawyer urged caution regarding public perception of the case.
